Titanium 123 Properties accuses Kofi Abban of flouting court order, uses state security to intimidate staff

Titanium 123 Properties Limited, a Ghanaian-based estate developer is accusing Kofi Abban of Rigworld Services and Kofi Abban Holdings of allegedly flouting a court order by a High Court over a disputed land located in Prampram in the Greater Accra Region.

The company, which is involved in a legal tussle with Kofi Abban Holdings, Menlix Ventures, and the Lands Commission over a 22.36-acre parcel of land, claims that the respondents deliberately ignored a court ruling issued on July 2, 2024, and took the law into their own hands using state security apparatus to harass and intimidate them.

Recounting his ordeal, a top official of Titanium 123 Properties, Chris Nii Kpakpo Abossey, told the Ghana Eye Report that at about 11 am on Tuesday, April 8, 2025, six police cars from the National Police Headquarters stormed his site with two graders and demolished everything that was built on the disputed land.

The value of the properties at the time of destruction, according to Nii Kpakpo Abossey is in excess of one million Ghana cedis (GH₵ 1 million).

He alleged that Kofi Abban, aided by over one hundred (100) land guards and operatives of National Security personnel from the Jubilee House are on the disputed land working currently, a development which the Rigworld Services boss says COP (Rtd.) Kofi Boakye and the powers that be are aware of.

According to Nii Kpakpo Abossey he was subsequently summoned before National Security and warned not to step on his own land again and out of the threats, he had to flee the country for fear of his being harmed.

“We bought this parcel of land legitimately, and Kofi Abban wants to take this land from us. We instituted a legal action against him and the judgment went in our favour,” said Abossey.

He went for variation; the case travelled for almost eight months, and a ruling was given in February 2025. He used the security agencies to demolish our properties and is now intimidating our grantees and their workers. We have already filed for contempt of court since July 2024 but that has not stopped him from this recent incident,” he added.

A High Court in Tema, on July 2, 2024, presided over by Her Ladyship Patricia Quansah granted in part, prohibited both plaintiffs and defendants from further activities on the land, but allowed grantees of Titanium 123 Properties so they could atone tenancy to winning party after the final judgment.

In an affidavit supporting the motion made available to the Ghana Eye Report, Titanium 123 Properties, accused the respondents of taking unlawful actions barely two weeks after the court’s ruling and stopped their workers from working on the said land.

The company claimed that Kofi Abban and one Edward Tetteh, acting on behalf of Kofi Abban Holdings, aided by the then National Security Minister in August 2024, hired military personnel and police officers to forcibly stop workers employed by Titanium’s grantees from carrying out lawful construction activities on the land.

According to the affidavit, the respondents not only destroyed the work done by the grantees but also assaulted some of the workers and further disrupted construction by covering dug-out foundations.

The applicant argues that the conduct by Kofi Abban and others is a blatant disregard for the court’s ruling and a direct challenge to the authority of the Judiciary.

On August 16, 2024, however, the respondent filed an application to have the court’s order varied, which was refused on February 17, 2025, by the Gbetsile High Court.

The motion, according to the affidavit was filed after the respondents had already violated the court order.

The applicant is therefore calling on the court to take appropriate action as prescribed by law against the respondents, including committing them to prison for contempt and ordering them to vacate the land.

Additionally, Titanium 123 Properties is seeking compensation for the destroyed properties, which they claim are valued at approximately GH¢200,000 then, and will file for more compensation for these recent damages which are in excess of GH₵1million.

When contacted for their side of the story, Mr. Thomas Acquah Esq., Counsel for Kofi Abban Holdings observed that his client is fully aware of the injunction and will not flout it.

“Both Kofi Abban Holdings and Titanium 123 have grantees. Any activity on the land is being done by the third-party grantees of both parties.  Kofi Abban Holdings is fully aware of the injunction currently in place and will not deliberately flout the court order. The injunction does not affect third-party grantees of both parties. So, whatever activity on the land is being done lawfully by these third parties,” Acquah told the Ghana Eye Report.

He urged Titanium 123 Properties to advise their grantees to resort to legal means if they are not happy with the developments there.  

“If Titanium 123 is unhappy, they should advise their third parties to go to court. I’m sure the third parties of Kofi Abban Holdings would meet them in court. We are aware that the police have arrested some land guards of Nii Abossey with unlicensed guns in their possession.  We are also aware that the suspects have admitted that Nii Abossey gave them the weapons. These are the issues that should concern the public.  That fact that Nii Abossey has armed individuals with unlicensed weapons terrorizing the community,” he added. Enditem
